1.A rule that acts when nobody does
The clock is the plainest example on this site of a window that belongs to somebody else. It opens when the order reaches a certain state, it runs, and then it applies an outcome. Attention is not an input to it.

2.Whose clock it is

The pattern is simple. If it changed the state of the order, it counted. If it only changed what you or the vendor know, it did not. The cost of getting that wrong in the other direction is on a dispute filed before it could be won, and every action and the window it has applies the same test everywhere else.
4.When it fires
The order closes in the state the rule leaves it, and the moves that lived inside the window go with it. An order you finalised covers what that state means when you chose it deliberately. This is the same ending reached by nobody choosing anything, which is why it stings differently.
